Mr. Gooding-Edghill began his executive career in human resource management with Mariott Hotels and Resorts. In 1994, he was recruited into St. James Beach Hotels plc, the first Barbadian company to be floated on the London Stock Exchange and served as its Group Trainer, Group Human Resources Manager and later, Human Resources Director. In August 1997 when Elegant Hotels Limited was acquired by a private equity firm, Mr. Gooding-Edghill remained as its Human Resources Director. In May of 2015, he was one of the business executives responsible for the listing of Elegant Hotels Group plc on the Alternative Investment Market (AIM), on the London Stock Exchange with a market cap of £88.8m. He also served on the Board of Directors of related Elegant Hotels Group of Companies. He remained with the Elegant Hotels Executive team and completed his contractual obligations in July 2020, prior to joining the Cabinet of Barbados. Mr. Gooding-Edghill served as a member of the Barbados Senate (Upper House of Parliament) from 2003 until 2007. He served as President of Barbados Employers’ Confederation from 2008 until 2016, Chairman of Transport Board from 2002 until 2008 and from 2019 until 2020. He also served as Chairman of the National Insurance Board, a US $1.5 billion Social Security fund from 2018 until 2020. In July 2020, Mr. Gooding-Edghill was appointed as the Minister of Transport, Works and Water Resources. Following the 2022 General Election, he was assigned as Minister of Health and Wellness. On October 26, 2022, Mr. Gooding-Edghill was appointed as Minister of Tourism and International Transport.

  • Lady Fontenette Brown is a member of the National Association of Counties (NACo) Arts & Culture Innovation Council, contributing to national discussions on cultural preservation, creative placemaking, and the economic role of arts and culture. As Chief Cultural Ambassador for the Louisiana Global Leadership Exchange, Brown extends this work internationally, using Louisiana’s culture and heritage to build relationships and cultural partnerships abroad. From 2024 to 2026, Brown served as President of the Louisiana Police Jury Association Black Caucus, during which she established a Memorandum of Understanding with the Republic of Liberia’s Ministry of Internal Affairs for the Liberia-Louisiana Leadership Alliance — an agreement to exchange best practices in governance, document and celebrate diaspora heritage, and strengthen cultural ties between Louisiana and Liberia. As District 12 Councilwoman for Iberia Parish, Brown led the establishment of the Railroad Avenue Historic Cultural District in Jeanerette, a designated cultural district preserving a historic corridor recognized as a center of Black entrepreneurship, music, and artistry. She is the founder of the Small Town Arts & Festival Foundation, which promotes arts and culture as a driver of tourism and economic development, and has served as a curator for Louisiana’s French Bread Festival.     Renee Lapeyrolerie, who served as Mayor Moreno’s campaign manager, is now Deputy Mayor of External Affairs. Lapeyrolerie brings decades of public service and strategic management experience. She has led numerous consequential campaigns across the state, including two presidential campaigns, and served as the Executive Director of the Louisiana Democratic Party. Her leadership extends to prominent roles at the Louisiana Department of Transportation and Development and, just prior to Moreno’s campaign, the Sewerage and Water Board. Lapeyrolerie’s dedication to public service is also reflected in her tenure on the University of Louisiana System Board of Supervisors and the Louisiana Stadium and Exposition District.     Political Background His Worship the Mayor of Kingston, Councillor Andrew Anthony Swaby JP. has represented the Vineyard Town Division within the Municipality of Kingston and St. Andrew, for the past 26 years. He entered representational politics in 1998 and has successfully contested all six subsequent Local Government Elections. In April 2012, under the People’s National Party (PNP) administration, Mayor Swaby was elected Deputy Mayor of Kingston, and served as Chairman of the Council’s Finance Committee and Vice-Chairman of the Establishment Committee.     Mr Nkululeko Mkhize is an experienced economic development and infrastructure professional with over two decades of service in local government and a strong track record in facilitating economic growth, investment, infrastructure development and job creation. Mr Mkhize joined the eThekwini Municipality in 2005, within the Economic Development Unit. He served as a Project Manager for 11 years, where he was responsible for the planning, development and implementation of a range of strategic economic development initiatives. His portfolio included economic infrastructure, rural development, tourism nodes, secondary Central Business Districts (CBDs), and township development. Over the past nine years, Mr Mkhize has been responsible for the Economic Infrastructure Renewal and Revitalisation Division, where he has played a key role in advancing economic development and investment across the eThekwini Municipal area. The Division’s primary objective is to facilitate economic development and job creation through targeted investment in infrastructure and strategic economic nodes, with a particular focus on nodal development and industrial revitalisation. Under his leadership, the Division has facilitated more than R1 billion in private-sector development over the past nine years, with significant investment directed towards retail and commercial development in township areas that have historically been underserved. These interventions have contributed to improving access to economic opportunities, strengthening local economies and creating platforms for further private-sector investment. Mr Mkhize has also overseen and contributed to the continued development and upgrading of public infrastructure, tourism nodes and economic corridors throughout eThekwini. Among the notable projects associated with this work is the development of the Umhlanga Promenade and Pier, which forms part of the Municipality’s broader efforts to strengthen tourism infrastructure and enhance key economic destinations. With extensive experience spanning economic development, infrastructure planning, urban and township development, tourism, investment facilitation and public-sector project management, Mr Mkhize brings a practical understanding of how strategic infrastructure can be leveraged to stimulate economic activity and create sustainable opportunities for communities. His career within eThekwini Municipality reflects a sustained commitment to using infrastructure-led economic development to unlock investment, support local businesses, revitalise economic areas and contribute to inclusive growth across the Municipality.

As president of Coaxum Enterprises, Inc., he owned and operated seven McDonald’s franchises in the New Orleans area. In September 2025, Coaxum sold the last three of his McDonald’s restaurants and retired from the McDonald’s Corporation after serving 42 years.     Clyde C. Robertson, PhD, is an Associate Professor/Director Center for African and African American Studies at Southern University at New Orleans (SUNO). For eight years (2008-2016) Robertson was a Tenured Associate Professor of History at Tuskegee University. He earned a PhD in Africana Studies from Temple University (1998) and a MA in Mass Communications Theory from Howard University (1982). He is the author of several articles investigating the impact Hurricane Katrina has had on African Americans, including Hurricane Katrina through the Eyes of African American College Students: The Making of a Documentary (Journal of African American History, Volume 93, Number 3, Pgs. 392- 401, ASALAH, Washington, D.C., September 2009). Along with Joyce King, PhD, he coauthored the article entitled Bon Feerey: A Teaching Methodology for Healing the Wounds of Distance, Displacement, and Loss Caused by Hurricane Katrina (Journal of Black Studies, Volume 37, Number 4, Pgs. 469-481, Sage Publications, Los Angeles, CA, March, (2007). His book, Africa Rising: Multidisciplinary Discussions on Africana Studies and History, was released by Africa World Press in 2010. His articles, Bus Ride to Justice: The Life and Work of Fred D. Gray an Essay and Review and The School as an Extension of the Family were published in The Journal of Healthcare, Science and the Humanities, Volume VI, No. 1, pgs. 147-159 (2016) and Volume VII, No. 1, pgs. 81-87 (2017), National Center for Bioethics in Research and Healthcare, Tuskegee University. In the summer of 2017, Dr. Robertson received the 44th President Barack Obama Lifetime Achievement Award.
